avalos: aye. >> those resolutions are adopted. >> i was wondering if we might be able to rescind the vote for just a quick second there was one item i believe item 9 that is part of the consent agenda. this is about urging development a workforce employment and domestic violence; i spoke with supervisor mar sponsor the legislation to modify. i make a motion to rescind. without objection that is the case. >> supervisor mar: i wanted to make a few brief remarks and thank supervisor chiu and avalos. supervisor avalos from the public safety committee, a few minutes it had better documentation of the data that was used for the findings in for supervisor chiu to include the status of women and in coordination with the department of human resources, the main agency that suggested this ordinance as well. i wanted to quickly state that this is an important resolution that will help raise general awareness of domestic violence services in our city. we know from a recent service that 64% of the victims of domestic violence support a measure like this. only about 30 percent of workplaces

we see, this is a nice one to put it nicely. thank you very much. >> supervisor avalos. >> supervisor avalos: before the board meeting today i was in my office with the appellant, ms. lam and with habitat for humanity, trying to see what we could do a negotiate some kind of settlement separate from this appeal. i really feel that the appeal does not have strong merit. i will not be supporting or upholding the appeal. having said that i still believe that there is some agreement, some negotiation that can continue on access not necessarily access to property for gardening for ms. lam's 83-year old father, but habitat is made an offer to help build the growing areas within ms. lam's yard with volunteers and that is significant. we are seeing 28 new units of affordable housing. we have not seen anything like that. we are talking about a program about how to make low income families economically viable to on their own homes. those are significant things. the best accommodation is to build something worthwhile in ms. lam's backyard or finding other resources than the neigh

. commissioner avalos. >> just a vague idea that i want to put out there that could be looked at by lafco maybe. one is we talk about san francisco's growing economy, and it's especially growing in the tech sector. there was a report in the paper today from the bay area council study and uc berkeley study there is a great multiplying effect happening right now with jobs created but i'm wondering if the city having greater or in the water to make sure that we are building a pipeline between long-term local residents especially comments of color with jobs in the tech center would be something that we look at possibly, but that's an interest i have. there is an example in our packet that talks about looking at trees and the issue of relinquishment right now in san francisco and tip -- stipically before a progress issue and it's a burden to be responsible to take care of trees. is there a way to reestablishing foresteration program and tree maintenance program in san francisco and part of work force development. that to me is an interesting idea and cuts across the politics in the city. that w

supervisor avalos said, talking about in some respects two different cities. and what happens to some people in san francisco. we are a city of great wealth. we have because of a lot of different reasons we are fortunate enough that we have more resources in san francisco then many places throughout the state and throughout this country. but the reason why this vote is so important is that even though we as a board of supervisors do not have actual governance of the schools, what we have done in san francisco over the years because of the work of people like -- and gavin newsom and others is that we have recognize that where our state and federal government have fallen short in fulfilling their duties and obligations to properly funding public schools we a city government have stepped in and fill those gaps. the important point is not for us and giving the school district money that it is already entitled to. i'm glad that we will comply with what the law already requires in the intent of those measures were. the whole point of the supplemental is to recognize that we have a fundamental pr

item to look at from a supervisor's office and working with supervisor avalos we looked at what is good. the first one started out as appointment to commissions. in discussions with supervisor avalos there was interest to expand that and possibly turn this not just appointments to commissions but how -- when elected positions become open how does the process look compared to other jurisdictions and places around the country? so we expanded that topic. that is something that can be done in house by staff on this. the next item was jobs in the tech sector. after further discussion with supervisor avalos who brought this item up it was determined maybe hold off on this and revisit it in the future if something new comes up on that subject. >> i believe supervisor kim on the board of supervisors is looking at that issue and holding a public hearing on it. >> correct. so we will wait until something comes out of that process. tree maintenance and landscaping performed by the city. there is a meeting next week of a bunch of different stakeholders between city government and community

the following my colleagues the following colleagues who have co sponsored this resolution supervisors avalos, breed, chiu, farrell, kim, mar and wiener. higher education truly is the key to success in this country and the ability of many students to attend an institution of of higher learning is based largely on their ability to secure financial assistance. i know from my own personal experience i'll not be here today sitting in this chair without the ability to have received financial assistance to go to college and to go to law school. unfortunately, the cost of the higher education continues to rise for private, public and for profit community colleges thought this country and students and families in san francisco are right now in the ross pros of making very important decisions about their future. so it is critical that we as a city increase the awareness about financial aid and how the process worgz and specifically the free application for federal student aid, the f a f s a application, which if completed will ensure that student have access to the many reresource available to them

campaign most of you know, i had to do a little bit more work than my college did. avalos and chiu. i am proud of that hard work that i and my grassroots, people powered campaign built. it wasn't president it, never before in san francisco has anyone poured 1 million dollars to unseat a supervisor; we sent a strong message to them. the strongly independent, richmond district residents stood with me, and the grassroots powered campaign stood with me and we sent a strong message that the richmond district is not for sale. all the community allies that pounded the pavement, did the campaign work in building our great campaign and committed so much of their time to our historic victory. my campaign team was awesome. the most fun people to be around. i want to acknowledge nicole d'arcy and andrew sin, and dana rivera [sounds like] and my campaign manager, field director, i would like to also use the term "kick ass", the organizers, rabbel rousers, mikey tong [sounds like] and many others. we had a great campaign. i am energized by it and will continue to fight for not only the richm

, avalos - to see what it is that we can do to partner with our private tech sector to ensure that we are opening up and creating a pipeline of jobs whether it is for our students born and raised in san francisco who might not get the type of education to be competitive for these jobs; whether it is adults that i found themselves unemployed in an economy not doing well but need additional training for these jobs. what is it that we can do to partner with the mayor's office in our tech companies to develop programs that would address three different population needs so they can benefit from this growing sector? we have had a remarkable growth in the technology sector. i am proud that their here in san francisco and decided to call san francisco their home. we have seen the momentum in the midmarket area as twitter and yammer and -- have moved into the area. the most important thing is a job pipeline. we want to create jobs in the city but we want to make sure that we are also helping san francisco residents be able to attain those jobs as well. it is through many of these meetings the
